This error usually means that International returns are not accepted within the Return policy when international shipping is enabled.
Following eBay's requirements, all business sellers should allow International returns.
Please check whether the International Returns are accepted in the M2E Pro Return Policy.
Also, it is worth checking whether the Business Policies are opts in on eBay Seller Central directly. If yes, the M2E Pro policy settings can get overwritten by eBay policies.
We recommend considering opting out of business policies so the data M2E Pro provides will not be overwritten.
