Amazon may return this error when you attempt to create a new ASIN in Amazon catalog, but you did not provide a valid UPC/EAN.
Make sure that you selected the right Magento Attribute for UPC/EAN option in Product Identifier settings and provided a valid barcode value for that Attribute.
