According to eBay, the lot is a set of two or more similar items that must be purchased together in a single transaction. It means you would not be able to list a set of one item. So, for example, if you list a kit of parts, it must include more than one part.
If you have the ‘Specify Lot Size’ field enabled in Selling Policy, please make sure that a correct number is entered for the Lot size.
If you do not sell items in kits, the ‘Specify Lot Size’ setting must not be configured.
